12th General Staff Meeting Held

The 12th General Meeting of the Al'bina Institute for Space and Universal Studies was held from 18:00 on 27 September 2026. The General Meeting is a conference of all AISU staff members to review management and activity policies, held annually on 27 September or the nearest preceding Sunday. Each year, officers such as the Director and the Accounting Officer are elected at this meeting. The previous term's Committee, composed of officers from the prior term, was dissolved as of 27 September of this year, and management was entrusted to the new-term Committee from the same day.

Of the 16 living staff members, 12 participated in this General Meeting — a 75.0% attendance rate — enabling the meeting to be held successfully.

Officer Elections

Elections for the 12th-term Committee officers were conducted. In the officer elections, the Director, Vice-Director and Accounting Officer are selected.

As in previous years, Saika Shiodome was the leading candidate for the position of Director in 2026. However, as in the previous year, many staff members expressed the view that Ms. Shiodome should take a leave of absence for medical treatment, and it was anticipated that there would be heightened tension around a possible change of leadership.

In the voting for Director, of the 12 eligible voters present, Ms. Saika Shiodome received 6 votes, Aoi Maeda -san received 2 votes, Ms. Haduki Noumi received 2 votes, and there were 2 abstentions. Ms. Saika Shiodome was thus elected as Director for the current term as well. The Vice-Director is traditionally selected from the runner-up candidate each year; however, this year Maeda-san and Ms. Haduki Noumi were tied for second place, so an exceptional run-off vote for Vice-Director was conducted: Aoi Maeda received 7 votes, Haduki Noumi received 4 votes, and there was 1 abstention. This would have made Aoi Maeda the Vice-Director, but Maeda-san declined the position, so Ms. Haduki Noumi was again appointed Vice-Director for this term. It is noteworthy that this was the first time a staff member other than Ms. Shiodome and Ms. Noumi received votes in the Director election. Had Maeda-san not declined, it would have been the first case of someone other than Ms. Shiodome or Ms. Noumi assuming the Vice-Directorship. The background to this is thought to be that votes from staff members who wished Ms. Shiodome to take medical leave shifted to the other two candidates; however, Ms. Noumi's votes did not grow due to lingering unease about entrusting the organisation to her following the hostility declaration incident of the previous year, while support grew for Maeda-san, who had achieved significant results in development.

In the voting for Accounting Officer, of the 12 eligible voters present, Aoi Maeda received 5 votes, Nonoka Takahashi received 4 votes, Mr. Kazuma Kihara received 2 votes, and Mr. Aoto Ishikawa received 1 vote. Aoi Maeda -san was thus selected.

Accordingly, the Director, Vice-Director and Accounting Officer for this term are Ms. Saika Shiodome, Ms. Hazuki Nomi and Aoi Maeda -san, respectively. For details on the 12th-term Committee, please see this page.

Review of Management Policies

The most significant matter discussed under management policies concerned public relations. In April 2026, official PR accounts for WhiteBlueLexicon and Pravda Sui School were created on X (formerly Twitter); however, these two accounts have been largely inactive to date, and it was pointed out that gaps and delays had also arisen in official communications on this institute's own X account. Currently, public relations duties at this institute operate on a rotation system with alternating personnel. At this meeting, a proposal was made to change to a fixed assignment system. Under this proposal, a dedicated person would be assigned to each PR channel, with several deputies available to cover when the primary person is unavailable. It was agreed that these PR matters required further coordination and that structural changes would be discussed by the Committee at an early stage.

Discussion also took place regarding the ongoing concentration of work and responsibility on the current Director, Ms. Saika Shiodome. Ms. Shiodome officially entered a convalescence period from October 2025, and at this institute she suspended general duties from April to July to focus on her recovery. However, since her return in July, work rapidly re-concentrated on her; moreover, since she has continuously served as Director, the responsibility for many staff errors has accumulated on her — and as she herself stated at this General Meeting, the situation of insufficient rest has persisted.

This issue has been discussed since 2024, and the institute as a whole has been exploring solutions; however, due to the difficulty of cultivating a successor with deep knowledge in both research and creative work, no resolution has been achieved to date. As progress at this meeting, the matter of excessive concentration of responsibility was addressed: it was discussed and agreed upon by the Committee that a distributed structure should be built in which responsibilities are fully separated by officer area, so that the Director need not bear all responsibility merely by virtue of holding that title.

However, it was noted that for upcoming activities such as the Imaginary World Laboratory (IWL), Ms. Shiodome's full participation would be required, meaning complete leave might not be obtainable. Ms. Shiodome gave her consent to this. It also came to light that certain officers had assigned work to Ms. Shiodome during her leave; those officers will receive formal guidance. In accordance with its regulations, this institute fully supports the free suspension of activities by its staff members, and it must not be obstructed by fellow staff. In light of this incident, a training session was scheduled for all staff members to re-confirm the regulations and promote the maintenance of a proper research environment.

Activity Policies

The most significant matters discussed under activity policies were, as in the previous year, "advancing research and creative work on the fictional world of Erflett" and "resuming suspended projects".

Regarding Erflett research and creative work, there were numerous major achievements in the previous year. In October 2025, the Theotos calendar — Erflett's standard seasonal calendar — was finalised through the efforts of the Chronology Division; in November, thanks to a team led by Aoi Maeda -san and Ms. Saika Shiodome, the Erflett International Currency Exchange system "AISU-EICE" was launched. This was the first attempt of its kind at this institute — making events in a fictional world directly observable in the real world — and debuted as the first system in the AISU-X series. Then, in February 2026, the spacetime theory for Erflett was completed, resolving Erflett's unsolved problems. Alongside this, four systems and utilities were released, including the Erflett Temporal-gravitational Calculation System "AISU-ETCS" and the Erflett Spacetime Pyramid 3D Visualisation Tool "AISU-ETCS Spacetime Visualiser". This was accomplished through the efforts of Mr. Dmitry Tkachenko and Ms. Saika Shiodome, among others. Subsequently, in March, the unified field theory of Erflett spacetime, the "ETCS Theory", was completed by Ms. Saika Shiodome. The two major foundational systems, AISU-EICE and AISU-ETCS, represented a significant leap forward for Erflett research. Following this, in July, the calendar conversion utility "Erflett-SC" and the unit conversion utility "Erflett-UC" were released.

Furthermore, the "501st Sirius Binary Ensemble", directed by Ms. Shiodome, officially launched, and the national anthem of the Kingdom of Makhavoe was released as a powerful live choral performance. This activity brought unprecedented excitement to Erflett creative work. The 501st Sirius Binary Ensemble intends to continue its activities going forward.

Despite these major advances, Research Director Saika Shiodome indicated that she aims to reach even greater heights in the coming year and beyond. According to Ms. Shiodome's plans, she intends to organise a development project whose current ultimate goal is the completion of "AISU-CUBE" (Civilisation Unified Behaviour Engine) — a system for predicting and generating events across an entire civilisation. This will require eight BEL-series subsidiary systems (named, for example, BEL-EAGLE and BEL-ECHO), as well as SIRO-X (Structural Interface for Resonant Observation). This ambitious plan will commence from this year.

In addition, the institute will continue to make progress on the map project "Erflett Atlas Project" and on the development of Erflett-related services.

Until two years ago, almost all projects other than the ErflettMod project had been suspended. However, in October 2025 a large-scale observation event for Comet Lemmon was organised at this institute, with an increased number of sessions reflecting lessons learned from previous efforts. As a result, many staff members successfully observed Comet Lemmon.

The operation of wiki sites and other web services was discussed. This institute operates two wikis: "WhiteBlueLexicon" and "Pravda Sui School". Concerns were raised that the content of these wikis has not grown substantially. At present, both are managed by two administrators within this institute's community. The Committee's response was the same as the previous year, but as progress since last year, both sites have acquired domains managed by this institute. The matter of domains had also been raised at last year's General Meeting and was among the items under consideration at that time.

The long-delayed CSD homepage was officially published by Mr. Dmitry Tkachenko this September. https://csd.belkosmos.com/

The homepage was originally scheduled for publication in July 2024, but its launch was significantly delayed due in part to an extended leave of absence taken by Mr. Tkachenko, the person in charge.

Additionally, while the music project "501st Sirius Binary Ensemble", led by Ms. Shiodome, has officially begun its activities, a suggestion was made that a homepage should also be created for this organisation. Ms. Shiodome stated that a subdomain has already been prepared and that work is underway to ready it for publication. Progress was also reported on the development of the official Japanese homepage for the Imaginary World Laboratory (IWL), which is being developed in parallel; content related to Erflett and the Fulika language is expected to be officially published within this fiscal year.
